LANDLORDS CAN YOU REFUSE PETS?
One of the changes relates to requests for pets in properties. The Renters’ Rights Act will give all tenants the right to request a pet. The landlord must not refuse a request unless it is reasonable to do so, and they must respond to requests within 28 days. As tenants could apply to court to enforce this right, it’s important that as a landlord you understand how to handle these types of requests going forward.

Pet Rights for Tenants Under the Renters’ Rights Bill: What You Can (and Can’t) Do
What does the Renters’ Rights Bill actually say about pets in rental homes?
The Renters’ Rights Bill gives tenants a fairer opportunity to keep pets in rented accommodation.
If a tenant wants to keep a pet, they can now submit a written request. Landlords must respond within 28 days and provide a clear reason if they refuse. Landlords may request that tenants hold pet insurance, but they cannot refuse permission purely on personal views.
These new tenancy pet rights strengthen legal protection for responsible renters.

WHY GIVE RENTERS' REFORM BILL A CHANCE
Renters’ Rights commentary and reporting in the main appears to be almost overwhelmingly negative when considered from the landlords’ perspective. Certainly the proposed legislation will challenge enshrined practises, but there may be benefits for committed private landlords.
The commonly held view is that the current Renters’ Reform Bill (RRB) will pass largely unchanged. The Government has a huge majority to enable this. There may be some pressure to amend some parts, for instance to address concerns of student property landlords around periodic only tenancies. Landlord’s and agents should write to their local MPs to raise specific concerns.
